Tender Description

From March 2020 the Council is entering into a Dynamic Purchasing System (‘DPS’) Contract for the following under Regulation 34 of the Public Contracts Regulations 2015. The purpose of this DPS is to enable the Council to identify and establish a pool of suitable suppliers for the provision of the services. The Council will then undertake ‘DPS Tenders’ when specific requirements have been identified and arrange transport contracts with the suppliers included within the DPS. It must be noted that the Council will reserve the right to award contracts for these services outside of the DPS contract where it considers it appropriate to do so. It is intended that the DPS itself will last for 10 years though the individual contracts awarded under it may exceed the length of the DPS contract. The Council intends to award the majority of its passenger transport contracts which fall into this criteria through the DPS. The Council reserves the right to award contracts outside of this DPS. The Dynamic Purchasing System is divided into the following Categories: • Category 1: Specialist Short Notice Transport (cars) • Category 2: Mainstream Short Notice Transport (cars) • Category 3: Specialist Long Term Transport (cars) • Category 4: Specialist PSV Transport (PSV) • Category 5: Mainstream Long Term Transport (cars) • Category 6: Mainstream PSV Transport (PSV) • Category 7: Public Transport Services (PSV) Potential providers can apply to join the DPS at any time during the ten year contract duration but must satisfy the criteria set out in Document 1 Summary of the requirement and instructions to potential providers and Document 2 Application for inclusion on a Dynamic Purchasing System in order to gain a place on the DPS. Once on the DPS a supplier will be invited to all opportunities for any Category (s) which that supplier has successfully joined the DPS for by way of DPS Tenders.
