Tender Description

Hackney Council is seeking Requests to Participate in a Dynamic Purchasing System for the provision of passenger transport services, including home-to-school transport. The Passenger Transport DPS covers three areas of need across the Council, including home to school transport for SEND children, ad hoc and scheduled taxi services for children and adults under the Children and Families (CFS) and Adult Social Care (ASC) departments, plus mini bus and coach hire services for ad hoc journeys within Hackney Education. The categories are: Category 1 - Home to school transport for SEND children and young people (with and without the passenger assistant requirement) - Minibuses, People Carriers and/ or Taxis. Category 2 - Ad-hoc journeys (may include some repeat bookings) for service users to meet assessed need (with and without the passenger assistant requirement). Category 3 - Minibus and Coach Hire Services for Ad-hoc Journeys (closed). *Please note that the London Borough of Hackney is formally closing Lot 3 (Minibus and Coach Hire Services for Ad-hoc Journeys) within the Passenger Transport Dynamic Purchasing System (DPS), effective 01/01/2026. What this means: Applications: We are no longer accepting requests to participate in Lot 3. If you have made an application for Lot 3 you will not receive an outcome letter related to this Lot. Existing Lot 3 Providers: Any providers currently appointed to Lot 3 will no longer receive new routes for ad-hoc minibus or coach hire through this lot once it is closed. Other Lots: Lots 1 (Home to school transport for SEND children and young people) and 2 (Ad-hoc Journeys) remain unaffected and will continue to operate as normal. Providers that have applied for Lot 1 and 2 will have their applications to these lots assessed. Existing DPS providers will be able to bid for work under these lots when it is available.
