Short Breaks and Outreach Framework

Southampton City Council (the “Council”) invites tenders for a multi‑provider framework to deliver non‑residential Care Support, Community Outreach and Short Breaks for disabled children and young people (0-18) who live within the Southampton City Council area. This framework aligns with the February 2026 Service Specification (Care Support & Community Outreach, including the Community Buddy Service). The framework has two Lots: Lot 1 - Outreach (including the Community Buddy Service), and Lot 2 - Short Breaks (in‑home sitting and overnight: waking night/sleep‑in). The Services support statutory duties and the Children and Young People’s Strategy outcomes (good start in life; live safely; healthy and happy; learn and achieve). The Council is subject to the Freedom of Information Act 2000 and Environmental Information Regulations 2004. Correspondence received may be subject to disclosure. Bidders should mark any commercially sensitive information with reasons. Bidders must declare conflicts of interest and resolve them to the Council’s satisfaction before submitting their tenders.
