Sandwell Metropolitan Borough Council invites tenders for the provision of a highly responsive Wrap Around Service. The Council, in partnership with health colleagues, is committed to providing a short-term Wrap Around Service to people who require urgent care in their own home. This service is designed to support individuals to remain independent and avoid unnecessary entry into the formal care system. This is not a standard domiciliary care contract. The service requires providers to deliver care workers to people’s homes within one hour of contact, 24/7, including for extended periods (e.g., day or night sits of up to 12 hours at a time). The aim is to promote a Home First ethos, prevent community crisis, and enable assessment of needs for up to 72 hours. Experience in being able to deal with situations where individuals present with challenging behaviour is a requirement of this contract. Key Requirements • Rapid Response: Providers must demonstrate the ability to deploy care workers within one hour of referral, at any time of day or night, including weekends and bank holidays. • Extended Sits: The service may require day and/or night sits of up to 12 hours at a time, for up to 72 hours per episode. • Crisis Prevention: The service is intended to prevent hospital admissions and support people to remain at home while longer-term needs are assessed. • Not Standard Domiciliary Care: Bidders offering only routine domiciliary care will not be considered. Tender Value The total cost is estimated to be £244,478.21 per year, subject to referral volumes and any potential uplift in care costs. The hourly rate is paid at the Council’s standard rate of Supported Living services in any given year, there are no enhancements for night sits or for weekends or bank holidays. Important Notice Providers who submit generic bids for standard domiciliary care, or who cannot evidence the required rapid-response capability, will be evaluated on that basis. This service is for organisations with the capability, capacity, and experience to deliver urgent, flexible, and extended care in the community. Lots were considered as part of this procurement, however to ensure adequate coverage and the service security and resilience throughout the contract life it was determined that was not the most appropriate mechanism. Whilst formal lots have not been applied, the intention is to award multiple contracts to cover the geographical areas within the borough which will allow for smaller organisations to apply whilst maintaining service resilience.
