Hartlepool Borough Council will be utilising a Dynamic Purchasing System (DPS) for the provision of taxi, bus/coach and minibus services, (including wheelchair accessible vehicles), scheduled and non-scheduled transport, with and/or without drivers to convey passengers which will be incorporated into 3 Lots:--
Lot 2 - Taxi Passenger Transport Services (Home to School)
Lot 3 - PSV Passenger Transport Services (Home to School)
Lot 7 - Business Continuity
The Dynamic Purchasing System shall be operated as a completely electronic process, and shall be open throughout the period of validity of the purchasing system to any economic operator that satisfies the selection criteria.
The selection exercise will be in stages:
1. Interested providers will have to complete and submit a Selection Questionnaire (SQ) and Additional Questions. Only providers passing this Stage will be invited to the next stage.
2. All providers passing the first Stage will be invited on to the Dynamic Purchasing System (DPS). All providers selected to the relevant lot of the DPS will be invited to submit tenders for specific contract requirements as and when these become available. The allocation and subsequent award of the contracts for the specific routes within Lots 2 and 3 will be made on an evaluation of the prices tendered, the availability of suitable vehicles and drivers and optimising the savings for the Council. The award of contracts for Lot 7 will be made wholly on an evaluation of the price tendered.
